Speakers: JOE HOLLAND. Mr. Holland began his career in public service when he took his first position as a Real Property Appraiser in the Santa Barbara County Assessor’s Office in 1984. In 1993 he became the Audit Section Supervisor in the newly created Office of County Clerk, Recorder and Assessor. In 1998 he was promoted to Business Division Manager, and in 2003 assumed the duties of County Clerk, Recorder and Assessor, managing an $18 million budget and 100 staff members. He has been a resident of Santa Barbara County since 1978 along with his wife Kathy and their three children. MELINDA GREENE. Ms. Greene has served for the County of Santa Barbara for 21 years, beginning her career in Auditor-Controller where she obtained her CPA license. She served in the County Executive Office as a Budget Analyst and Project Manager for 5 years, eventually becoming a Certified Public Finance Officer. She then switched her career path and began working in Information Technology managing software development and hardware infrastructure. She is currently an Assistant Department Head for the Clerk-Recorder Assessor managing the Hall of Records. She also serves on the Governing Board of Information Technology for the County and is part of the cyber threat-sharing group for Election System Owners. She is a Public Information Officer for the County and has served in the County Emergency Operation Center for various emergencies since 2000. DANIELLE RIFILATO. Ms. Rifilato has been serving as the Clerk-Recorder Division Chief for the Santa Barbara County Clerk, Recorder, Assessor, Elections Department for 5 years. Prior to her work in Santa Barbara County, she worked for the Riverside County Assessor, Clerk, and Recorder for 20 years. Danielle is a board member of the County Recorders’ Association of California and is currently serving/participating on a number of committees formed under the Association. Danielle is also a member of The California Association of Clerks & Election Officials. She has been a Recording Staff Workshop Trainer for the Association for several years and enjoys meeting and discussing document recording issues with employees from different counties.
